OPP Charges Driver in 2023 Crash That Claimed One Life
THUNDER BAY, ON – A woman from Red Rock has been arrested in connection with a fatal collision that occurred more than a year ago on Highway 11/17 near Mirror Lake in Shuniah Township.
On December 17, 2023, emergency responders were called to the scene of a serious crash east of Thunder Bay. After an extensive investigation, the Ontario Provincial Police (OPP) Repeat Offender Parole Enforcement (ROPE) Squad arrested Chelsey KILAR, 36, on the strength of an outstanding warrant tied to the collision.

Kilar now faces the following charges:

Dangerous operation causing death

Operation causing death

Operation while impaired – alcohol and drugs
These charges reflect the most serious driving-related offences under Canadian law and, if convicted, can carry penalties including lengthy prison terms, driving prohibitions, and probation.
Next Court Appearance Scheduled
Kilar remains in custody and is scheduled to appear before the Ontario Court of Justice in Thunder Bay on July 7, 2025.
