Public urged to remain vigilant as convicted offender considered high risk to re-offend against adult females
WINNIPEG – Manitoba Crime Report – The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) has issued a public safety notice regarding Michael Curtis THOMAS, 31, a convicted offender considered high risk to re-offend in a sexually violent manner against adult females.
THOMAS was released on statutory release from Stony Mountain Institution on May 13, 2025, after serving a sentence for Aggravated Sexual Assault. He is expected to reside in Winnipeg, Manitoba.
This notification is intended to support community awareness and safety. Authorities stress that any form of vigilante behavior or harassment toward Mr. Thomas will not be tolerated.
Criminal Background and Risk Assessment
THOMAS has an extensive violent criminal history, including:

Aggravated Sexual Assault (2021 conviction): Attacked an adult female, sexually assaulted her, choked her unconscious, and assaulted her again. The attack only stopped after a homeowner intervened.

Assault with a Weapon (2020 conviction): Stabbed an acquaintance multiple times with a concealed kitchen knife and attacked a second victim.

Weapons and property crime convictions: Includes multiple breaches of court orders, carrying prohibited weapons, and possession of stolen property.
Despite completing some treatment programs, authorities assess that THOMAS remains a high risk to re-offend in a sexually violent manner against adult females.
Release Conditions in Place Until January 2027
Upon release, THOMAS will be under strict conditions, including:
