Charges Laid in Fatal Highway 17 Collision Near Upsala

THUNDER BAY – NEWS – Charges have been laid following a fatal motor vehicle collision that occurred earlier this year near Upsala, west of Thunder Bay.

On January 24, 2024, shortly after 11:00 p.m., the Thunder Bay Detachment of the Ontario Provincial Police (OPP), along with the North West Region T.I.M.E. (Traffic Incident Management and Enforcement) Team and local EMS, responded to a serious crash on Highway 17.

The collision claimed the life of one individual at the scene and left two others injured, both of whom were transported to hospital for treatment.

Following a detailed investigation, police have charged Dharmpal Singh, a 30-year-old resident of Abbotsford, British Columbia, with two Criminal Code offences:

  • Dangerous operation causing death

  • Dangerous operation causing bodily harm

Singh is scheduled to appear before the Ontario Court of Justice in Thunder Bay on May 2, 2025, at 10:00 a.m.


OPP Reinforces Commitment to Road Safety

The OPP continues to stress the importance of traffic safety, especially on Northern Ontario highways where long distances, commercial traffic, and weather conditions can increase risks.

“Fatal and serious-injury collisions are preventable,” the OPP noted in a statement. “Comprehensive investigations are critical to ensuring that motorists who engage in dangerous driving behaviours are held responsible. Victims and their families deserve no less.”
