THUNDER BAY – Crime Report – A Thunder Bay man with a prior impaired driving charge was arrested again this week after police discovered he was operating a dangerously modified vehicle while impaired.
Traffic Stop on Balmoral Street Uncovers Repeat Offender
On the afternoon of Tuesday, April 22, a Thunder Bay Police Service Traffic Unit officer was patrolling Balmoral Street when a vehicle caught their attention. The officer believed the driver was under suspension and conducted a traffic stop to investigate.
Upon approaching the vehicle, the officer observed clear signs of impairment in the driver, who was identified as Adam David BABOOLAL, 41. Further checks confirmed BABOOLAL was already facing an impaired driving charge stemming from a March 31 incident.
Shocking Safety Violations: Ratchet Straps and Broken Windshield
After the arrest, the officer examined the vehicle and found a number of serious safety hazards. The pickup truck’s box was secured to the frame using ratchet straps, the driver’s seat was not bolted down, and the front windshield was severely damaged. These conditions rendered the vehicle unsafe to operate on public roads and posed a risk to the public.
Multiple Charges Laid Under Criminal Code and Highway Traffic Act
BABOOLAL has been charged with Impaired Operation of a Vehicle under the Criminal Code. Additional charges under the Highway Traffic Act include:

Court Appearance Leads to Release Pending Future Date
The accused appeared before the courts on Wednesday and was released with conditions pending a future court date. Thunder Bay Police continue to emphasize the importance of road safety and removing impaired or unsafe drivers from city streets.
