
Multi-Agency Investigation Uncovers Drug Pipeline from Winnipeg to Kenora
KENORA, ON – REGIONAL NEWS – A significant drug trafficking investigation in Kenora has led to the arrest of a 50-year-old Selkirk, Manitoba man, who now faces a series of Criminal Code (CC) and Controlled Drugs and Substances Act (CDSA) charges, following the seizure of an estimated $90,000 in illegal drugs.
In December 2025, the Ontario Provincial Police (OPP) Organized Crime Enforcement Bureau (OCEB), working with the Kenora OPP Community Street Crime Unit, Treaty Three Police Service Street Crime Unit, and the Winnipeg Police Service, initiated an investigation into the movement of controlled substances from Winnipeg to Northwestern Ontario.
On Wednesday, December 10, 2025, officers attempted to stop a vehicle on Highway 17 near Kenora. The vehicle initially pulled over but then fled.
The driver was later apprehended at a residence in Keewatin. A search of the residence led to the seizure of:

640 grams of suspected cocaine

70 grams of suspected crack cocaine

610 grams of suspected psilocybin (magic mushrooms)

A cell phone, digital scales, packaging materials
-
A vehicle, seized as offence-related property
Charges and Potential Penalties
Daniel Proulx, 50, of Selkirk, Manitoba, was arrested and charged with the following offences:

Flight from a peace officer – Section 320.17 of the Criminal Code
Penalty: Up to 5 years imprisonment. -
Dangerous operation of a motor vehicle – Section 320.13(1) CC
Penalty: Maximum 10 years if no bodily harm or death occurs. -
Possession of property obtained by crime under $5,000 – Section 354(1)(a) CC
Penalty: Up to 2 years in prison (if prosecuted by indictment). -
Possession for the purpose of trafficking – cocaine – Section 5(2) CDSA
Penalty: Life imprisonment is the maximum, with mandatory minimums depending on circumstances (e.g., involvement of organized crime, prior convictions). -
Possession for the purpose of trafficking – psilocybin – Section 5(2) CDSA
Penalty: Up to 10 years (on indictment), or 18 months on summary conviction.
Proulx was remanded into custody and appeared before the Ontario Court of Justice in Kenora on Monday, December 22, 2025.
