Red River Road assault investigation leads to charges; injured man expected to recover
THUNDER BAY — A Thunder Bay Police Service investigation into assaults in the Red River Road area has resulted in multiple charges against a Quebec man.
Police say officers with the Primary Response Unit responded shortly after 1 p.m. on May 29, 2026, following reports of an assault. Members of the Emergency Task Unit, who were on patrol as part of Project Support, assisted in the response.
Officers found a man suffering from injuries consistent with a stabbing. He was taken to hospital for treatment. Information provided to NetNewsLedger indicates the injured man is expected to recover.
Suspect arrested after police identify additional victims
Police say officers identified and located a suspect nearby. Information provided to NetNewsLedger indicates the man apparently went to St. Joseph’s Care Group and turned himself in to security before being taken into custody.
Further investigation led police to identify additional victims. Police say no additional injuries were reported.
The weapon allegedly used in the incident was a tool commonly used to repair tires.
As a result of the investigation, 54-year-old Stephane ST-CYR of Quebec has been charged with:
Aggravated assault;
Assault with a weapon, two counts;
Possession of a weapon for a dangerous purpose.
The accused was remanded into custody following a first court appearance.

Criminal Code context
Aggravated assault is covered under section 268 of the Criminal Code of Canada. The offence applies where a person is alleged to have wounded, maimed, disfigured or endangered the life of another person. It is an indictable offence with a maximum sentence of 14 years in prison.
Assault with a weapon is covered under section 267 of the Criminal Code. The charge can apply where a person, while committing an assault, carries, uses or threatens to use a weapon or imitation weapon. It is a hybrid offence, meaning the Crown may proceed by indictment or summary conviction. If prosecuted by indictment, the maximum sentence is 10 years in prison.
Possession of a weapon for a dangerous purpose is covered under section 88 of the Criminal Code. It applies where a person is alleged to have carried or possessed a weapon, imitation weapon, prohibited device, ammunition or prohibited ammunition for a purpose dangerous to the public peace or for the purpose of committing an offence. If prosecuted by indictment, the maximum sentence is 10 years in prison.
Sentences, if there is a conviction, are determined by the court and depend on the facts proven, the seriousness of injuries, the role of any weapon, the accused’s prior record, and aggravating or mitigating circumstances. Maximum penalties are not automatic sentences.
