Ontario Backs $410-Million Marathon Copper-Palladium Processing Plant With $11-Million Financing
MARATHON — MINING NEWS — A major copper-palladium project on the north shore of Lake Superior has moved another step toward construction, with Ontario backing Generation Mining’s planned mineral-processing complex near Marathon.
The province announced Sept. 18 that it will provide up to $11 million through Ontario’s Critical Minerals Processing Fund toward eligible costs associated with a processing facility valued at approximately $410 million. The plant forms part of Generation Mining’s broader $992-million Marathon Copper-Palladium Project.
For Northwestern Ontario, the significance goes beyond another mine announcement. If the project proceeds as planned, it would add hundreds of construction and permanent jobs while establishing new regional capacity to process copper and palladium closer to where the ore is mined.
Ontario Support Comes Through $11-Million Loan Facility
Ontario described the funding as an $11-million investment through its Critical Minerals Processing Fund. Generation Mining’s own Sept. 18 disclosure provides additional detail: the company has agreed to a non-binding term sheet for a loan of up to $11 million, administered through Invest Ontario.
The final amount will depend partly on eligible project expenditures and maintaining minimum employment levels.
The financing remains subject to final documentation.
Generation Mining says construction of the processing plant and other eligible infrastructure represents approximately $410 million of the Marathon Project’s total $992-million capital cost.
Project Could Support 800 Construction Jobs
Ontario says approximately 800 jobs would be supported during construction.
Once the project reaches full operation, Generation Mining expects approximately 450 direct permanent jobs, including more than 100 positions associated with the processing complex and about 350 mining jobs.
For Marathon and communities along the north shore of Lake Superior, that scale of employment could have significant implications for housing, contractors, transportation, accommodations and local services.
The project could also generate supply opportunities farther west in Thunder Bay, which already serves as a major regional centre for mining equipment, engineering, transportation, aviation and professional services.
Marathon Project Now Fully Financed, Company Says
The provincial announcement follows another significant milestone for the project.
Generation Mining announced Sept. 14 that it had secured the final component of what it describes as a fully financed construction package, including $340 million in additional funding.
The company says early works are expected to begin during the fourth quarter of 2026.
Its broader financing package has involved multiple sources, including Export Development Canada, Canada Growth Fund, Canada Infrastructure Bank, commercial lenders, equipment financing and a metals streaming arrangement.
That is important because financing has historically been one of the largest hurdles separating an advanced mineral deposit from an operating mine.
A technically attractive deposit still requires hundreds of millions — and often billions — of dollars before construction can begin.
Why Copper and Palladium Matter
Copper has become increasingly important as electrical demand grows worldwide.
Transmission systems, electric motors, renewable-energy infrastructure, electric vehicles, data centres and conventional industrial expansion all require substantial amounts of copper.
Palladium is used heavily in automotive catalytic converters and also has industrial, electronics and other specialized applications.
Ontario has included both metals in its broader critical-minerals strategy and argues that developing domestic mining and processing can reduce dependence on foreign supply chains.
The Marathon project is expected to produce an average of approximately 42 million pounds of copper, 168,000 ounces of palladium and 38,000 ounces of platinum annually, according to Generation Mining’s current project projections. The company forecasts a mine life of at least 13 years. Those estimates remain forward-looking and are subject to operational, financial and market risks.
Processing in Northwestern Ontario Is the Bigger Strategic Story
For Northern Ontario, where the material is processed may ultimately be nearly as important as where it is mined.
Governments increasingly want Canadian critical minerals to move through more stages of the supply chain domestically rather than being extracted and immediately shipped elsewhere for processing.
The Marathon development would establish a substantial processing operation near the mine itself.
That can retain more employment, technical expertise and procurement spending in the region.
It also fits a wider shift in Canadian and allied industrial policy toward securing supplies of metals needed for electricity infrastructure, manufacturing and defence.
Ontario’s Critical Minerals Processing Fund was created specifically to encourage more of that processing capacity within the province. The Marathon project is the fund’s first announced recipient.
What It Could Mean for Thunder Bay
Marathon is approximately 300 kilometres east of Thunder Bay, but a project of this scale has the potential to create economic activity across the Northwest.
Thunder Bay is positioned to compete for work involving:
- heavy equipment and parts;
- engineering and environmental services;
- trucking and logistics;
- aviation;
- construction supplies;
- skilled trades;
- mine technology;
- professional services; and
- worker training.
The project also reinforces a larger economic opportunity for Thunder Bay.
As mines develop across Northwestern Ontario, the city has the potential to capture more of the mining value chain through engineering, remote operations, equipment maintenance, mineral processing expertise, training and specialized services.
The economic benefit will depend on how much procurement and employment actually remains within the region.
Indigenous and Local Procurement Will Be Important to Watch
Generation Mining says the project is expected to generate contracting and supply opportunities for local and Indigenous-owned businesses.

The key questions will include how contracts are awarded, how many workers are hired locally, what training opportunities are created and how Indigenous businesses participate in the project’s long-term economic activity.

Marathon Joins a Bigger Critical-Minerals Buildout
Ontario says its mining sector generated $14.2 billion in mineral production during 2025 and supports about 31,000 direct mining jobs and another 46,000 jobs connected with processing and supply services. Those are provincial figures.
The government is positioning the Marathon investment as part of a larger strategy to expand domestic critical-mineral production and processing.
That strategy also intersects with the Ring of Fire, where roads, electrical infrastructure and Indigenous participation remain central questions.
Marathon provides a different test.
The geology has been defined, the project is permitted, financing has been assembled and construction planning is advanced. Generation Mining describes the project as construction-ready.
The next measure will be execution.
Can the project be built on budget?
Will construction begin on schedule?
How much work will remain in Northwestern Ontario?
And can Marathon demonstrate that Northern Ontario can move beyond supplying raw minerals toward capturing more processing and industrial value?
Those are the questions worth following as the project moves from financing toward construction.
