Crisis Negotiation Brings Peaceful End to Barricade Under Disraeli Bridge

WINNIPEG – June 15, 2025 – A high-risk and emotionally charged incident in Point Douglas came to a safe conclusion after Winnipeg Police negotiated with a distressed, armed individual for nearly ten hours on Saturday. The situation unfolded under the Disraeli Bridge following a shooting at a nearby residence.

Shots Fired on Grove Street Sparks Major Response

Just after 5:00 a.m. on June 14, Winnipeg Police responded to a report of shots fired at a home on the 100 block of Grove Street. Officers learned that a man—previously involved in a dispute with the home’s occupants—returned armed and opened fire on the residence. Fortunately, no injuries were reported.

The suspect fled the scene and was soon located under the Disraeli Bridge near Sutherland Avenue. When police confronted him, he refused to surrender his firearm, prompting the situation to escalate into an armed and barricaded event.

Community Locked Down as Negotiations Begin

Police quickly cordoned off the area to protect the public, restricting vehicle, pedestrian, and boat traffic. The Winnipeg Police Service (WPS) deployed its Crisis Negotiation Unit, Tactical Support Team (TST), and additional specialized resources including the River Patrol, Drone Unit, Water Rescue boat, and emergency paramedics from the Winnipeg Fire Paramedic Service (WFPS).

With sweltering heat adding to the stress, officers maintained contact with the armed man, providing him with water while attempting to de-escalate the situation over several tense hours.

Peaceful Surrender Achieved

At 3:23 p.m., Tactical Support Team members were able to safely apprehend the man without further incident. He was turned over to the Major Crimes Unit for investigation.

Charges Laid Against Armed Suspect

Police identified the suspect as Daniel Emrys Larsen, 36, who was unlawfully at large and in violation of parole conditions. He now faces multiple charges:

  • Unlawfully at Large

  • Warrant for Parole Revocation

  • Possession of a Weapon

  • Discharge a Firearm in a Reckless Manner

  • Unauthorized Possession of a Firearm

  • Possession of Prohibited/Restricted Firearm with Ammunition

  • Four counts: Possession Contrary to Prohibition Order

Larsen remains in custody.
