Incident in Centennial Neighbourhood Raises Concerns About Safety Near Encampments

WINNIPEG – CRIME REPORT – Winnipeg Police are investigating an incident involving a child who was assaulted while playing near an encampment in the Centennial neighbourhood on October 8, 2025.

At approximately 2:30 p.m., a group of children was playing near a park at Pacific Avenue and Ellen Street, adjacent to a homeless encampment. According to police, an unknown man threw a water bottle at one of the children and then began chasing him down the street while shouting.

The children fled and alerted a nearby parent. Fortunately, the child was not physically injured in the incident. The parent was able to photograph the suspect and promptly contacted police.

Officers located the individual at the encampment shortly afterward and placed him under arrest.

Ryan Mark Vivier, 27, has been charged with:

  • Assault with a Weapon

He remains in custody pending further legal proceedings.
