Bader’s influence was transformative at the Oyster Bay–East Norwich Central School District. Under her guidance, the district celebrated unprecedented success, notably in English and history test scores, which soared from 89% to 95% and 25% to 65%, respectively.


Further, Bader helped introduce a program called “Train the Trainer,” which equipped educators with the tools to amplify their teaching efficacy. This initiative wasn’t just about imparting knowledge; it was about creating a sustainable professional development model that would ripple through the educational ecosystem, enhancing the quality of instruction across the board.


Bader points to developing and implementing the Multi-Tiered System of Support (MTSS) when asked about her most significant career accomplishment. This framework was crafted to systematically provide academic and behavioral support tailored to meet student’s needs. It’s particularly notable for its ability to pinpoint students who might be struggling—due to academic challenges, a lack of engagement, behavioral concerns, or a combination thereof—and provide them with the support they need to succeed.


At the heart of MTSS are the “Tier II” Interventions, which cater to groups of students needing extra help outside the regular classroom activities. This could range from social skills workshops and strategies for self-management to specialized academic support, ensuring that interventions are targeted and effective.


Bader’s role in conceptualizing and introducing the MTSS framework to 30 district leaders and principals was a turning point in her career. Her blueprint for intervention, marked by its clarity and focus on specific support mechanisms, gained traction and was embraced by more than 20 middle schools throughout New York City.
