Judge cites lengthy fraud record; rehabilitation prospects “low”
Thunder Bay – Crime Report – A 49-year-old man convicted on 17 counts of fraud and one count of breaching probation has been sentenced to three years in prison following a video appearance in court Wednesday.
Richard William Nestor Belbas appeared by video on Feb. 11, 2026 before Justice Stephen J. Wojciechowski for sentencing.
Belbas is currently in custody at the Monteith Correctional Complex.
Court considers history, focuses on denunciation and deterrence
In delivering sentence, Justice Wojciechowski noted Belbas’ lengthy criminal history involving fraud and said the prospect of rehabilitation was low.
The court identified denunciation and deterrence as the primary sentencing objectives in the case.
Restitution and fine ordered
In addition to the custodial sentence, the judge ordered:
