What The OPP Say Happened
KENORA, ON — The Kenora Detachment of the Ontario Provincial Police (OPP) says it received information on November 22, 2025 about several items resembling firearms that had been discarded in a public-access recycling bin.
Police say their investigation determined that several BB guns, along with a firearm, had been dropped off at the location.
Charge Laid
As a result of the investigation, Jean Leon Marion, 60, of Kenora, has been charged with:

Careless handling of a firearm, weapon, prohibited device, or ammunition — Criminal Code, s. 86(1)
The accused is scheduled to appear before the Ontario Court of Justice in Kenora at a later date. Charges have not been proven in court.
What the Charge Means
Section 86(1) of the Criminal Code makes it an offence to use, carry, handle, ship, transport, or store a firearm (or other listed weapon/device or ammunition) “in a careless manner” or “without reasonable precautions for the safety of other persons.”
Potential Penalties if Convicted
Under s. 86(3), the offence can proceed either by indictment or summary conviction:

If prosecuted by indictment: up to 2 years in prison for a first offence, and up to 5 years for a second or subsequent offence.

If prosecuted by summary conviction: the general Criminal Code maximum penalty is up to 2 years less a day in jail and/or a $5,000 fine, unless another penalty is specifically provided.
