Thunder Bay — 500 Donald Street reports that work is now underway at the Temporary Shelter Village at 879 Alloy Place. This is a a project designed to provide transitional shelter and on-site supports for people experiencing homelessness.

What’s happening now

  • Design work has started.

  • Sewer and water services have been extended to the site.

  • Site preparation is moving ahead in phases, including select tree removal to allow grading and drainage. Where possible, the City says a buffer of trees will be kept based on tree health and site needs.

What’s next

After site prep, contractors will deliver and install shelter units and support structures, including a hygiene facility. Installation will continue through the winter, with completion aimed for spring 2026, weather and site conditions permitting.

Temporary impacts

Some work may require short-term closures or restrictions on the nearby Active Transportation Trail and off-leash dog area. The City says on-site notices will be posted in advance. Businesses on Alloy Place and Carrick Street (north of Central Avenue) will receive updates on what to expect as construction progresses.

“We understand that construction activity may cause temporary disruptions, and we appreciate the patience and cooperation of nearby businesses, trail users, and residents as this important community project moves forward,” said Rilee Willianen, Supervisor, Encampment Response.
