Thunder Bay – NEWS – A southern Ontario man faces multiple drug trafficking and proceeds-of-crime charges after a Thunder Bay Police Service (TBPS) investigation led to a major seizure of suspected illicit drugs worth more than $200,000.

The TBPS Intelligence Unit identified a suspect during an ongoing investigation, obtaining a warrant. On Wednesday, August 13, members of the Intelligence Unit—assisted by the TBPS BEAR Unit and the Nishnawbe Aski Police Service Intelligence Unit—located and arrested the accused.

Police report seizing:

  • 2.3 kilograms of suspected cocaine

  • 700 grams of suspected methamphetamine

  • 500+ hydromorphone tablets

  • $19,000 in Canadian currency

The drugs’ estimated street value is over $200,000.

Charges and Potential Penalties

Quoc-Khanh TRUONG, 29, of Scarborough, Ontario, is charged with:

  1. Possession for the Purpose of Trafficking – Cocaine (Controlled Drugs and Substances Act, s. 5(2))

    • Maximum penalty: Life imprisonment.

  2. Possession for the Purpose of Trafficking – Methamphetamine (CDSA, s. 5(2))

    • Maximum penalty: Life imprisonment.

  3. Possession for the Purpose of Trafficking – Opioid (Hydromorphone) (CDSA, s. 5(2))

    • Maximum penalty: Life imprisonment.

  4. Possession of Property Obtained by Crime Over $5,000 (Criminal Code, s. 354(1))

    • Maximum penalty: 10 years imprisonment.

Under Canadian law, penalties depend on factors such as prior convictions, the scale of trafficking operations, and aggravating circumstances (e.g., trafficking near schools or involving organized crime).


Court Proceedings

TRUONG appeared in court on Thursday, August 14, and was remanded into custody. He is scheduled for a future court appearance, where Crown and defence will address bail, disclosure, and trial scheduling.
