RCMP Manitoba Make Gang Related Arrests in Project Derelict

RCMP ManitobaWINNIPEG – Project Derelict was an investigation that began in July 2018, undertaken by members of the RCMP Federal Serious and Organized Crime and Integrated Gang Intelligence Units. Police discovered a Manitoba Warrior street gang drug trafficking network being operated from within Winnipeg and the Rural Municipality of Headingly. The drug network was believed to be supplying northern communities, including The Pas, Easterville and Fairford, Manitoba, with cocaine.

On October 5, 2018, officers conducted a traffic stop on Highway 6. Warren George, a full patch member of the Manitoba Warriors street gang, and three passengers were found to be in possession of 84 grams of cocaine while en route to Easterville.

A search warrant was subsequently executed at a residence in the Rural Municipality of Headingly and officers located a cocaine cutting station and press, along with packaging materials. A 9mm carbine rifle and ammunition were also located and seized. Norman Sinclair, a Manitoba Warriors street gang associate, was later arrested and remanded into custody.

Bradley Sinclair, a full patch Manitoba Warrior street gang member already in custody at the Headingley Correctional Centre, was also arrested and charged.

The following charges have been laid:

Bradley Virgil Sinclair, 30, Headingly Correctional Centre, remains in custody:
– Conspiracy to Traffic Cocaine S. 465 (1) (C) Criminal Code
– Conspiracy to Possess the Proceeds of Crime S. 465 (1) (C) Criminal Code

Norman William Sinclair, 35, Rural Municipality of Headingly, MB, released from custody:
– Conspiracy to Traffic Cocaine S. 465 (1) (C) Criminal Code
– Conspiracy to Possess the Proceeds of Crime S. 465 (1) (C) Criminal Code
– Trafficking Cocaine S. 5(1) Controlled Drugs and Substances Act
– Possession of a firearm when possession is unauthorized S. 92 (1) Criminal Code
– Possession of weapons/ammunition contrary to an order S. 117.01 (1) Criminal Code (six counts)
– Unsafe storage of a firearm S. 86 (1) Criminal Code

Warren George, 34, Easterville, MB, remains in custody:
– Conspiracy to Traffic Cocaine S. 465 (1) (C) Criminal Code
– Conspiracy to Possess the Proceeds of Crime S. 465 (1) (C) Criminal Code
– Possession of Cocaine for the Purpose of Trafficking S. 5 (2) Controlled Drugs and Substances Act

Veronica Walker, 21, Easterville, MB, released:
– Possession of Cocaine for the Purpose of Trafficking S. 5 (2) Controlled Drugs and Substances Act

Bethany Cook, 20, The Pas, MB, released:
– Possession of Cocaine for the Purpose of Trafficking S. 5 (2) Controlled Drugs and Substances Act

Mona Copapay, 40, The Pas, MB, released:
– Possession of Cocaine for the Purpose of Trafficking S. 5 (2) Controlled Drugs and Substances Act

The investigation is continuing.

None of the charges have been proven in court.
